Pennsylvania’s FY 10-11 budget is based on $850 million in federal funding that Congress has not approved.  If there is no movement in Congress before the end of July, the Governor and legislative leaders will start makings cuts. This means cuts to our programs!

If Congress does not extend FMAP, this could mean massive cuts to programs like Pre-K Counts, the Head Start Supplemental Assistance Program, Child Care Works, Keystone STARS, and Nurse Family Partnerships.

Why would early childhood programs be affected? All of our early childhood programs are either entirely funded or partially funded by state dollars. While policymakers support these programs – none of them are required to be funded under state and federal laws.   So, they can be cut.  Other programs cannot.

 

If Pennsylvania has to fill an $850 million gap it will have to come from programs like early childhood, education, etc. . .
